District 23
District 23, one of the city’s smallest districts, includes neighborhoods shaped by decades of activism and community efforts for educational equity. Its schools reflect a history marked by the 1968 Ocean Hill-Brownsville teachers’ strike, when families demanded more control amid systemic inequities.
The district is one of only three (along with districts 1 and 7) that does not have zoned elementary or middle schools. While all families have equal access, no matter where they live in the district, some schools may give priority to siblings or have special admission rules.
Charter schools have grown in number here, drawing some families away from traditional public schools.
Riverdale Avenue Community School (PreK–5) offers an arts- and science-focused program, and has built strong ties with its families. Riverdale Avenue Middle School (6–8) prioritizes social-emotional learning and community wellness. Charter schools like Achievement First Brownsville (K-8) and Uncommon Brownsville North Elementary (K–5) offer highly structured, academically driven alternatives that appeal to many local families.
